I was at the SSA town hall, and yes they are selling SCCL as regional, and NPL on par with ECNL (see my post from the SSA town hall thread)- their reasoning is that NPL (South Atlantic) is a qualifying league for the ENPL.
I bet SCCL and NPL are both run out of central, although it could differ based on gender/age. They did not mention location at the town hall, however.
They used travel as an example of decreased cost. For instance, GSA N and GSA S won't play each other in Miami!
We will see what the costs are for NPL and SCCL, when they post them.
